Das Arbeitsprogramm der WHO für die nächsten 4 Jahre befindet sich in der Begutachtungsphase. Im vorliegenden Entwurf ist Palliative Care nicht im Arbeitsfeld vorgesehen. Tragen sie dazu bei Palliative Care als wesentliche Aufgabe der WHO zu verankern, indem Sie einen Änderungsvorschlag zum Arbeitsprogramm hinterlassen. Wir empfehlen aufgrund der Einheitlichkeit der Sprache und weil Deutsch keine Arbeitssprache der WHO ist, den unten stehenden Text in englischer Sprache in das Kommentarfeld auf der Homepage der WHO zu kopieren. Bitte nutzen sie diese Gelegenheit, um Hospiz und Palliative Care auch auf internationaler Ebene zu verankern. Insbesondere Sprengel und Gesundheitsversorger sind angehalten den untenstehenden Änderungsvorschlag bis 13. Oktober auf folgender Homepage zu posten:

„We respectfully request that WHO address the omission of palliative care in their definition of the spectrum of UHC essential health services within the concept note. The draft concept note text is not aligned with WHO’s current definition of UHC, which states “UHC means that all individuals and communities receive the health services they need without suffering financial hardship. It includes the full spectrum of essential, quality health services, from health promotion to prevention, treatment, rehabilitation, and palliative care.”
Accordingly, we suggest the following language to amend the draft Concept Note:
Page 6 – “WHO will help ensure all people at all ages can access the health services they need without risk of impoverishment, including by encouraging domestic investment in health and strengthening primary health care. Universal health coverage includes health promotion, preventive services, diagnostics, and medicines for communicable and noncommunicable diseases (which are a key driver of out of pocket costs) and curative, and rehabilitative and palliative care services.”
Page 2 – “Only 60% of the people in the world have access to health care without financial hardship.1 An estimated 400 million have no access even to essential health services.2 The world needs an organization to fight for these people, who are often the poorest, so they can receive access to essential health services across the spectrum from promotion, prevention, treatment, rehabilitation and palliative care, without financial hardship.“
